  二、申请人的资格要求

  2. Qualification Requirements for Suppliers

  (a)满足《中华人民共和国政府采购法》第二十二条规定；

  (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

  (b)落实政府采购政策需满足的资格要求：促进中小企业发展、促进残疾人就业。根据《政府采购促进中小企业发展管理办法》（财库[2020]46号）及《关于进一步加大政府采购支持中小企业力度的通知》〔2022〕19号规定执行。

  (b)Qualification requirements to be met to implement government procurement policies:Promote the development of small and medium-sized enterprises and facilitate the employment of persons with disabilities. Implementation shall be in accordance with the Measures for Promoting the Development of Small and Medium-Sized Enterprises through Government Procurement (Cai Ku [2020] No. 46) and the Notice on Further Increasing Support for Small and Medium-Sized Enterprises through Government Procurement (No. 19 [2022]).

  (c)本项目的特定资格要求：****城市园林绿化项目的施工企业，应持有效的营业执照，施工现场项目管理机构与工程规模相符合。本项目专门面向中小企业采购。

  (c)Specific qualification requirements for this program:Construction enterprises engaged in urban garden greening projects shall hold valid business licenses, and the on-site project management organization shall be commensurate with the scale of the project. This project is specifically procured for small and medium-sized enterprises.

  (i)符合《中华人民共和国政府采购法》第二十二条的规定；

  (i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

  (ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

  (ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.****.gov.cn);
