  二、申请人的资格要求

  2. Qualification Requirements for Suppliers

  (a)满足《中华人民共和国政府采购法》第二十二条规定；

  (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

  (b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；
  （3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。投标人须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。

  (b)Qualification requirements to be met to implement government procurement policies:(1) Implement reserved quota measures to increase the share of SMEs in government procurement and support policies for SMEs: This project specifically targets procurement from SMEs; (2) Support prison enterprises and welfare units for people with disabilities, treating them as micro and small enterprises; (3) Preferential procurement policy for energy-saving and environmentally friendly products: Under the same conditions of technology and service, products listed in the Ministry of Finance’s catalog of energy-saving and environmentally friendly products (Documents No. 18 and No. 19 of 2019) will be given priority procurement; products marked with a “★” in the energy-saving product list must be compulsorily procured. Bidders must provide a valid certification issued by a nationally recognized certification body to enjoy the preferential or mandatory procurement policy。

  (c)本项目的特定资格要求：（1）须系我国境内依法设立的法人或非法人组织；（2）具有****城乡建设部颁发的电力工程施工总承包三级及以上资质，且同时具有国家能源局监管局（或国家电力监管委员会）颁发的承装三级以上（含三级）、承修三级以上（含三级）、承试三级以上（含三级）电力设施许可证；
  （3）具有安全生产许可证（有效期内）；
  （4）拟派项目负责人具有机电工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
  （5）其他要求：无。

  (c)Specific qualification requirements for this program:(1) Must be a legal person or unincorporated organization legally established in China. (2) Hold Class III or higher qualification for general contracting of electric power construction issued by the Ministry of Housing and Urban-Rural Development of the People’s Republic of China, and also possess electric power facility licenses for installation, maintenance and testing (Class III or above) issued by the regulator of the National Energy Administration (or the former State Electricity Regulatory Commission).
  (3) Hold a valid work safety license.
  (4) The proposed project manager shall have Grade II or higher registered constructor qualification in mechanical and electrical engineering, hold a valid work safety assessment certificate, and shall not serve as project manager for any other ongoing construction projects.
  (5) Other requirements: None.

  (i)符合《中华人民共和国政府采购法》第二十二条的规定；
