2、“招标文件 第五章 投标邀请 3投标人资格要求 3.2投标人或制造商需提供可获得该产品出口国许可证的书面承诺函，不可因办出口许可证的拖延而影响交货期。如不需要，应出具说明文件并加盖公章，格式自拟。”；

3、“招标文件 第六章 投标资料表 *17.2投标文件的正本需打印或用不褪色墨水书写，并由法定代表人或经其正式授权的代表签字。授权代表须将以书面形式出具的《单位负责人授权书》（格式见第一册）附在投标文件中。投标文件的每一页都应由法定代表人或其授权代表用姓或首字母签字，否则将导致投标被否决。”；
