(b)落实政府采购政策需满足的资格要求：促进中小企业发展、促进残疾人就业。根据《政府采购促进中小企业发展管理办法》（财库[2020]46号）及《关于进一步加大政府采购支持中小企业力度的通知》〔2022〕19号规定执行。

(b)Qualification requirements to be met to implement government procurement policies: Promote the development of small and medium-sized enterprises and promote the employment of persons with disabilities. Implementation shall be in accordance with the Measures for Promoting the Development of Small and Medium-Sized Enterprises through Government Procurement (Cai Ku [2020] No. 46) and the Notice on Further Increasing Support for Small and Medium-Sized Enterprises through Government Procurement (No. 19 [2022]).

(c)本项目的特定资格要求：3、根据《上海市政府采购供应商登记及诚信管理办法》已登记入库的供应商；4、其他资格要求：具备食品药品监督管理部门颁发的食品经营许可证，本项目专门面向中小企业采购。

(c)Specific qualification requirements for this program: 3. Suppliers who have been registered and entered into the database in accordance with the 'Shanghai Municipal Government Procurement Supplier Registration and Integrity Management Measures'; 4. Other qualification requirements: Possess a Food Business License issued by the Food and Drug Administration, and this project is specifically procured for small and medium-sized enterprises.
