简要规格描述或项目基本概况介绍、用途：上海临港新片区投资控股（集团）有限公司因资金需求，拟向有关部门申请发行金额为不超过人民币15亿元公司债券、期限不超过5年（含），现通过公开招标方式选择一家企业担任本项目主承销商（具体发行额度以实际发行金额为准）。主承销商应提供债券相关发行的承销服务，具体为采购人提供切实可行的公司债券的发行方案；负责协调组织律师、会计师等所有中介机构，形成债券发行团队，统筹协调所有中介机构的各项工作，负责债券的申报及报批等相关工作；负责资金募集和发行后服务。最高限价（如有）：每年承销费率不高于1.0‰。（具体内容详见第三章服务需求书）
Brief specification description or basic overview of the project: Shanghai Lingang New Area Investment Holding (Group) Co., Ltd. intends to apply to the relevant authorities for the issuance of corporate bonds with an amount not exceeding RMB 1.5 billion and a term of up to five years (inclusive), due to funding requirements. The company will now conduct a public bidding process to select one enterprise as the lead underwriter for this project (the actual issuance amount shall prevail). The lead underwriter shall provide underwriting services related to bond issuance, specifically offering the procuring party a practical and feasible plan for issuing corporate bonds; coordinating and organizing all intermediary institutions such as law firms and accounting firms to form a bond issuance team, overseeing and coordinating the work of all intermediaries, handling bond application and approval procedures; and being responsible for fund raising and post-issuance services. Maximum price limit (if applicable): annual underwriting fee rate not exceeding 1.0‰.
合同履约期限：自合同签订之日至债券发放、兑付等相关服务全部完成。

(c)本项目的特定资格要求：（1）符合《中华人民共和国政府采购法》第二十二条的规定；（2）未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
（3）须系我国境内依法设立的法人或非法人组织；
（4）投标人须具备《中华人民共和国经营证券期货业务许可证》；
（5）本项目不允许转包。
(c)Specific qualification requirements for this program: (1) Compliant with the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (2) Not included in the list of "Credit China" (www.creditchina.gov.cn) or the China Government Procurement Network (www.****.gov.cn) for individuals who have been listed as dishonest executors, major tax violation subjects, or serious illegal and dishonest behavior records in government procurement; (3) Must be a legal person or unincorporated organization established within the territory of China; (4) The bidder must possess the "Business License for Operating Securities and Futures Business of the People's Republic of China"; (5) This project is not allowed to be subcontracted.
