简要规格描述或项目基本概况介绍、用途：浦东新区拟举办“第九届虹桥国际经济论坛浦东分论坛”，此次活动人数不少于300人，今年分论坛以“浦东与世界：科创驱动产业升级 智能融合共创未来”为主题，通过浦东推介、主旨演讲和互动讨论等环节，全方位展示浦东高水平制度型开放的风采和成果，***平台向全世界推广浦东，提升国际影响力、城市软实力和投资吸引力。此次针对该论坛的策划与执行，购买第三方服务，内容包括场地租赁及搭建布置、项目策划设计制作、高能级嘉宾邀请保障、会场服务保障、媒体全球宣传推广、会场用车保障等。（详见招标文件第三部分-服务需求书）。
Brief specification description or basic overview of the project: Pudong New Area will host the Pudong Sub-forum of the 9th Hongqiao International Economic Forum, with over 300 participants. Under the theme *“Pudong and the World: Innovation-driven Industrial Upgrading, Intelligent Integration for a Shared Future”*, the forum will include Pudong promotion, keynote speeches and interactive discussions.It showcases Pudong’s achievements in high-level institutional opening-up. Leveraging the China International Import Expo platform, the event strengthens Pudong’s global influence, urban soft power and investment appeal.
Third-party professional services will be adopted for full-process forum planning and implementation, covering venue rental and setup, overall planning and design, high-caliber guest invitation and support, on-site conference guarantee and global media promotion，as well as vehicle arrangement for the event. （Detailed requirements are specified in Part 3 of the bidding documents.）
合同履约期限：合同签订后至2026年11月30日止。

(b)落实政府采购政策需满足的资格要求：本采购项目执行政府采购有关鼓励支持创新、绿色发展以及支持中小企业、福利企业等政策规定。
(b)Qualification requirements to be met to implement government procurement policies: This procurement project shall implement relevant government procurement policies to encourage and support innovation, green development, as well as support small and medium-sized enterprises, welfare enterprises and other policy provisions.
(c)本项目的特定资格要求：1、符合《中华人民共和国政府采购法》第二十二条的规定；2、未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
3、为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的潜在投标人，不得参加本项目的采购活动；
4、单位负责人为同一人或者存在直接控股、管理关系的不同潜在投标人，不得参加同一合同项下的政府采购活动；
5、本项目不允许转包；
6、本项目专门面向中小微企业采购。
(c)Specific qualification requirements for this program: 3. Potential bidders that provide overall design, specification formulation, project management, supervision, inspection and other services for this procurement project shall not participate in the procurement activities of this project.4. Different potential bidders with the same person as their legal representative, or having direct holding or management relations, shall not participate in the government procurement activities under the same contract.
5. Subcontracting by transfer of the whole project is not permitted for this project.
6. This project is reserved exclusively for small, medium and micro enterprises.
