简要规格描述或项目基本概况介绍、用途：浦东公交“1+3+X”***平台部署运行，是公司日常运营与生产指挥的关键数字底座。目前运行系统包含经营管理（含财务管理）、合规管理、决策管理（含财务管理）三大维度业务。本次拟通过公开招标方式，选取一家合格的供应商提供浦东公交云服务运行维护、***网线路服务(450M/200M/30M带宽)及安全防护组件服务，确认各系统稳定运行。（具体详见第三章采购需求书）最高限价：***网线路服务部分最高限价100,000.00元
Brief specification description or basic overview of the project: The overall digital framework of Pudong Public Transport's "1+3+X" relies on the deployment and operation of the public cloud platform, which is the key digital foundation for the company's daily operations and production command. At present, the operating system includes three dimensions of business: business management (including financial management), compliance management, and decision-making management (including financial management). This time, it is proposed to select a qualified supplier to provide Pudong public transport cloud service operation and maintenance, Internet line service (450M/200M/30M bandwidth) and security protection component services through public bidding to confirm the stable operation of each system. (Please refer to Chapter 3 Procurement Requirements for details)The maximum price of Internet line service is 100000.00 yuan

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业享受10%的价格折扣。（2）残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is not specifically aimed at purchasing for small and medium-sized enterprises, and small and micro enterprises enjoy a 10% price discount during evaluation. (2) Welfare units for disabled people and treat them as small and micro enterprises.
(c)本项目的特定资格要求：（3）具备《中华人民共和国增值电信业务经营许可证》，***网接入服务；（4）本项目不允许转包。
