简要规则描述：为推动和保障航南社区航东鹤鸣等地块 “城中村” 改造项目（国土非居）征收工作顺利进行，确保征收工作的规范性、合法性，拟聘请国土非居征收基地顾问律师，全面提供法律服务，全程参与涉及国土非居的征收准备、调查、推进、宣传、实施等工作，提供法律保障、规避法律漏洞，确保征收工作顺利进行。
Brief Specification Description: In order to promote and ensure the smooth progress of the "urban village" renovation project (non residential land) of Hangdong Heming and other plots in Hangnan Community, and to ensure the standardization and legality of the expropriation work, it is proposed to hire a consultant lawyer for the non residential land expropriation base to provide comprehensive legal services, participate in the preparation, investigation, promotion, publicity, implementation and other work related to non residential land expropriation, provide legal protection, avoid legal loopholes, and ensure the smooth progress of the expropriation work.
