Brief specification description or basic overview of the project: The Government Procurement Center of Pudong New Area, Shanghai, is expected to move to a new office location by the end of 2026. To meet the growing business demands, the new site has added several standardized evaluation rooms, business negotiation rooms, and waiting areas for experts and suppliers. Given the relatively strict requirements for confidentiality, traceability, and anti-corruption risk prevention in the government procurement evaluation process, the following facilities have been constructed: a comprehensive wiring system, network and office equipment, security prevention system, digital display system, and computer room engineering. (For specific details and requirements, please refer to Chapter 3 - Procurement Requirements in the bidding document.)
合同履约期限：合同签订后30天内完成供货及安装调试。
The Contract Period: The supply and installation and commissioning shall be completed within 30 days after the contract is signed.

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格折扣； （2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures to increase the share of small and medium-sized enterprises in government procurement, and the policy for supporting small and medium-sized enterprises: This project is not specifically for procurement by small and medium-sized enterprises. During the evaluation process, products from small and micro enterprises enjoy a 10% price discount; (2) Support prison enterprises and welfare units for the disabled, and treat them as small and medium-sized enterprises; the rest can be found in the tender documents.
